The Ministry of Environmental Protection announced on January 19 that China will implement special emission limits for atmospheric pollutants in the Beijing-Tianjin-Hebei air pollution transmission channel city (“2+26” city). For thermal power, steel, petrochemical, chemical, non-ferrous (without alumina), cement and other industries, existing enterprises and boilers in use should be implemented from October 1, 2018, with the exception of sulfur dioxide, nitrogen oxides, particulate matter and volatile organic compounds. Emission limits; for the coking chemical industry, existing enterprises should implement special emission limits from October 1, 2019; for industries that have not specified special emission limits in national emission standards, after the corresponding emission standards have been revised or modified, Existing companies implement them.
The one-year “2+26” urban environmental inspection started in April 2017 and the peak season production in the heating season started in mid-November, and the Ministry of Environmental Protection has made new moves for the “2+26” city. Special emission limits for atmospheric pollutants, which will further increase production pressures. Affected by environmental protection, EPS production and sales and consumption have declined in different degrees in recent years. Some small and medium-sized enterprises have been forced to shut down or close down due to cost pressure.
In all cities of Beijing-Tianjin-Hebei and pollution transmission channels, the downstream of EPS is mainly made of thermal insulation sheets. Under the impact of environmental protection, real estate control policies and XPS, the use of EPS insulation boards in new buildings has dropped significantly, resulting in the current EPS. The market share of insulation materials fell to about 40%. It is reported that under the environmental protection and high pressure, the orders of the Spring Festival enterprises are not good. The downstream foam enterprises are more likely to stop working after the end of January and the beginning of February, and resume production after the Lantern Festival. Some of them are even delayed until the middle and late March, which is much longer than the Spring Festival holiday in previous years.
At present, environmental protection is still normal in 2018. The prevention and control of air pollution will be further increased. This will inevitably continue to suppress the start of EPS downstream enterprises. The consumption in the construction industry will continue to decline.
